Oumi is a part of Shiga, near from the Lake Biwa. The 38th emperor of Japan, Tenji, established his own capital city in this place. Emperor Tenji started many new things in attempts to reform politics and governance of the nation. Thanks to his achievements, he has been respected, especially by the former emperor; Emperor Hirohito. Upon Hirohito's approval, Oumi Jingu Shrine was eslablished in order to enshrine the respected ancestor of Hirohito; Tenji.
Emperor Tenji had been called Prince Nakanoe and initiated a coup d'état in 645 AD with supports from his company; Nakatomi no Kamatari to defeat a domineering noble cran called Soga family in the imperial court of the time. After he won the battle and exiled Soga cran, he backed up a new emperor and tried to reform the old style in politics by shifting the capital city to Osaka.
Thanks to these achievements, Emperor Tenji has been popular in the imperial family, especially Emperor Hirohito, the former emperor of Japan, was attracted. As mentioned above, it was he who decided to establish this Oumi Jingu Shrine to worship Emperor Tenji.
When the second World War ended, Japan had to take a new start for recovery from damages caused by the war. Somehow it was decided that Emperor Hirohito should remain alive as a symbol of Japan's nation. Hirohito was stripped off the whole political powers and as hid duty, he decided to keep praying for his nation to recover soon. As one of his prayers, he sent an ambassador to Oumi Jingu Shrine to gain Tenji's protection. Hirohito once said "Tenji was defeated in a war in Korea at a huge loss and my nation suffered similar situations now. However, Tenji changed his direction and could nurture and strengthen the nation's wealth. Tenji may bestow his power to us for recovery from the war."
With or without Tenji's protection, now Japan has been one of the economic powers in Japan. In this way, people believe Tenji will help us achieve our wishes. Well, I personally suppose, only if the wish can help this nation, too.
